Ballinger Park Master Plan

Effective November 5, 2012, Hardy Golf, LLC provided notification to the City that they would no longer operate the Ballinger Lake Golf Course. In January 2013 the City Council voted to transition the Ballinger Golf Course to a passive park/open space.

On June 11 and July 9, 2013, the Recreation and Parks Advisory Commission (RPAC) and the City hosted public meetings to discuss the environmental and recreational attributes to the 55 acre property. Feedback was gathered from the public, grouped and the frequency of comments was noted.

The City contracted with Berger Partnership in March, 2015 to assist in creating a Master Plan for the 55 acre site. Berger Partnership is well known in the planning world and has worked on some of the larger park projects in the region, including Magnuson Park in Seattle.

The Berger Partnership hosted community meetings in May, June, and July of 2015 to receive community input and coalesce the information into a functioning Master Plan. These three community meetings were well attended (averaging 70 people). The results of this work were presented at the July 30 Council work session. After receiving feedback from Council regarding the Preferred Plan, staff and Berger Partnership presented the Draft Final Plan on August 11 to a joint meeting of the Recreation Parks Advisory Commission and Neighborhood Park Improvement Subcommittee. Both entities recommended adoption of the plan to the Council. Berger and staff then took the Draft Final Master Plan to the Planning Commission on August 24, which also recommended adoption.

The plan was then adopted by the City Council on September 8, 2015.

This Master Plan is necessary to seek out grant funding and will serve as a complementary document (adopted by reference) to the Recreation, Parks and Open Space Master Plan.

University of Washington Involvement

On January 21, 2014, an University of Washington (UW) Student Team prepared and presented design alternatives for park amenities, shorelines, trails, and fencing. The proposed alternatives were considered in the planning process for the City of Mountlake Terrace Ballinger Park Master Plan.
