Project Overview
Ballinger Park is a 55-acre regional park in an urban neighborhood, located adjacent to I-5, in the rapidly growing, transit-oriented, community of Mountlake Terrace on the border of King and Snohomish Counties. Ballinger Park is adjacent to Sound Transit’s Lynnwood Link Light Rail Extension Project, expected to be completed in 2024, and the Interurban and Lakeview Trails. Much of the park was a city-owned golf course that was converted to a passive park in 2012. The city completed the Ballinger Park Master Plan for the park in 2015.
The existing infrastructure near the boat launch dates to the late 1970’s. The master plan calls for the construction of a new boat launch in the current location, and a new floating boat dock with gangway adjacent to the launch site (this is the current location of the fishing pier). The fishing pier would be relocated north of the swimming beach area. The plan also locates the fishing pier further to the north then what is now being proposed. These changes from the master plan will shorten the walk from the existing boat launch parking area for fishermen as well as improve fishing opportunities. There is existing tire rip-rap along the shoreline near the boat ramp and under the current fishing pier that is to be removed and replaced with native plantings and more environmentally sensitive erosion control techniques. In addition, separate from the design for waterfront amenities but concurrently, the city will be replacing the restrooms with new accessible restrooms and a new asphalt pathway from the senior center to the boat launch area.
